Born in Bogotá in 1975, with a Law Degree from the Universidad del Rosario, specialized in Administrative Law, and a Master’s Degree in Government and Public Policies from the Universidad Externado de Colombia and Columbia University in the United States.
He chaired the Colombian Chapter of the environmental organization Globe, has been a professor at several universities, and author of the Book “Punto de partida: 9 propuestas para el buen gobierno de Bogotá” (Starting point: 9 proposals for good government in Bogotá).
He started his public career as leader of his neighborhood’s community action board.
In 1997 he was elected as a member of the locality council of Chapinero in Bogotá. He then served at the City Council of Bogotá for two terms and was elected twice as the city’s best councilmember by the citizen oversight program “Bogotá Cómo Vamos”. In 2006 he was elected to Congress with the highest vote in the country and was selected as the best member of the House of Representatives of Colombia. In 2011 he ran for Mayor of Bogotá.
In December 2011, Luna was appointed as Vice Minister of Labor Relations. In this capacity, he implemented important policies in favor of the country’s workers and entrepreneurs, including the minimum wage agreement for the first time in five years, the promotion of telecommuting, the issuance of the Labor Risks and Labor Inspection laws, the Decree that regulated collective bargaining in the public sector, and the reactivation of the Special Commission for Conflict Treatment before the ILO, among others.
On February 1, 2013, he left the Vice-ministry of Labor Relations to work in the radio programs La FM and Alerta Bogotá.
On September 26, 2013, he was appointed as Senior Presidential Advisors for the Regions, where he assisted President Juan Manuel Santos in maintaining ongoing contact with the country’s 32 departments and over 1,200 municipalities.
On July of that year, he decided to intensify his private sector experience and became an associate consultant for Lösung, a firm specialized in sociopolitical consultancy.
