Born in Barranquilla, Ms. Abello earned her Law Degree at the Pontificia Universidad Javeriana, along with specializations on Household Public Utilities, Corporate Law and Conflict Management and Negotiation, from the Universidad Javeriana and the Universidad del Norte.
She also completed Senior Management studies at the Universidad de los Andes. Ms. Abello was the Secretary General and Legal Counsel at Transelca, and Legal Counsel of the Sociedad de Acueducto, Alcantarillado y Aseo de Barranquilla (Water, Sewage and Garbage Collection Company of Barranquilla).
She also worked at the legal area of the Governor’s Office of Atlántico, at the Corporación de Ahorro y Vivienda Las Villas, and was the Academic Director of the Specialization in Public Utility Management at the Universidad del Norte.
Prior to taking office as Minister, she was serving as the Secretary General of the Mayor’s Office of Barranquilla.
